Annette Ellis was a member of the Labor Party in the House of Representatives from March 1996 to August 2012. From 1996 until it was abolished in 1998 she represented the new electoral division of Namadgi. She then represented the division of Canberra until 19 July 2010.

Following her retirement in 2010 she deposited several photographs showing the development of the Tuggeranong area with the ACT Heritage Library. The seven black and white images are on two sheets of black card and were part of a display. Tuggeranong occupied a significant proportion of her electorates.
