CDAER was established 20 March 1985 in response to increasing rates in Eurobodalla Shire, which particularly affected non-resident ratepayers who were also paying rates elsewhere. It incorporate on 19 July 1995 and was wound up in December 2010.

The Association extended its involvement into the wider questions of local government reform, electoral matters generally, rural development, native title, and estuary and coastal management. It was represented on other local organisations, including Coastwatch, and published a monthly newsletter.

This collection includes documents of association and incorporation, reports and correspondence, minutes, meeting documents and membership lists. There are also papers relating to several projects with which CDAER was closely connected. Copies of the CDAER Newsletter are incorporated in the ACT Heritage Library serials collection.
