At its AGM on 29 July 1964, the ACTCOSS resolved to set up a committee to study mental health and mental health services in the ACT.

The Steering Committee set up to organise the study originally consisted of the Rev. Mr Watt, Mrs P Montgomerie and Mrs J M Moran.

After a series of meetings to determine the terms of reference and composition of the mental health committee, the following people were appointed: 

Prof . P.A. Moran (ANU) Chairman
Dr. F. Barnes (Until June 1965)
Mrs. M. Bubb ( Canberra Community Hospital)
Dr. F. Jones (ANU) 
Fr. G. Manion (Chaplain, Canberra Community Hospital)
Mrs. P. Montgomerie (Canberra Community Hospital)

These papers were deposited by Professor Moran's widow, Joan Moran, in 1994.
