The program was set up under Oxfam/Community Aid Abroad in 1990 to deliver global education in ACT schools by exposing them to issues such as global citizenship, poverty, refugees, water, etc. Oxfam provided a library of resources and kits available to schools, and workshops for teachers. The program was self-funded through grants and school payments, and operated out of the ACT Oxfam offices.

The collection consists of program materials, administrative records, posters and learning aids, and photographs of the African Village huts set up in some school grounds as part of the program. It includes some papers of OWL (One World Learning), which preceded but also co-existed with WNEP, 1989-1996.
