The Association was sponsored by the ACT Council of Social Service and modelled on "The United Way" organisation in the USA.  Its aim was to draw together charities and media organisations to coordiante the pooling together of charitable donations and the allocation of those funds by an independent committee to charities in the ACT. 

The first public meeting to establish the association was held at Woden Library in 1978 and a follow-up public meeting held and attended by over 400 people in the Canberra Theatre.  It was at this meeting a majority of attendees rejected the proposals put before it.  One of the proposals was regular giving through payroll deduction by employers, including the Australian Public Service. 

The Association incoporated in 1979.  Incorporation was cancelled in 1994.  The Association operationally ceased in the late 1980s.
