The Tuggeranong Co-operative Limited (TCL) began a retail grocery and small goods store after a public meeting on 15 October 1975 indicated grievances from the Kambah residents regarding the lack of choice and high cost of groceries in the area. It was resolved to form a co-operative society and seek the lease of the shop then under construction on Mannheim Street, Kambah. The co-op on Mannheim Street was the first and only supermarket in Tuggeranong to be started and owned by a community and the second retail store to open in Tuggeranong.
TCL was registered on 21 November 1975, obtained the lease of the shop on 10 Febraury 1976 and started trading on 29 March 1976. The store was officially opened by the Minister for the Capital Territory at the time, Anthony Allen (Tony) Staley on 2 April 1976. Tuggeranong co-op members bought a share for $10.00. They were effectively part owners of the store and upon showing their membership number received a discount off their purchase. The shop operated like any other small supermarket. Anyone could be a customer, but co-op members received a discount on purchases.
Attached to the shop was a community room which was made available for meetings of all bona fide community-oriented groups.
